We define startups as companies with high growth ambitions and that have not yet gone public or been acquired. See: http://oresundstartups.com/definition-of-startup/
Currently there is no “age limit”, as long as the company continues to grow and have ambitions to grow. But I agree, 16 years is a relatively old age, compared to Podio or Zendesk.
